In 1980, ATS was founded by U.S. Navy veteran Rick Leenstra, who throughout his career realized the need to harness the power of data to drive decisions. He worked to develop the Contiguous Connection Model (CCM). CCM was a leading edge technology to simplify rapid information retrieval, enhance data navigation and visualization, and promote knowledge discovery. Before XML became a de facto standard, this patented technology was revolutionary for its time. This was the start of ATS's emergence as a leader in creating innovative solutions for a variety of federal government customers.
Today ATS continues to deliver user-focused solutions. In the last 40 years, we've remained a trustworthy resource for the U.S. Navy and have continued to cultivate new relationships. By using iterative methodologies, we quickly deliver useful tools and actionable insights and then work to continuously improve them. With each day, we continue to raise our standards.

Since founding ATS in 1980, Rick has applied his extensive experience with configuration-based life cycle maintenance support systems for Naval ships and systems to the development of ATS's technology and service offerings and is the co-inventor of ATS's patented CCM technology. As Chairman, CEO and President, Rick leads the ATS Board of Directors and is responsible for corporate oversight.
Jon joined ATS in 2015 after 15 years of Naval service as a submarine officer. He oversees day-to-day operations through a leadership style rooted in honesty, integrity, and open communications. She is responsible for finance, accounting, human resources and facilities. She is a Charter Member of the West Sound Chapter of the National Contract Management Association and has been treasurer of the local chapter since 1991. Felicia holds a Bachelor of Science degree in Accounting from Virginia Tech.
